Make the Chipotle Sauce
- Add all chipotle sauce ingredients to a food processor or blender, and process until smooth. Set aside.
Make Beef Barbacoa
- Trim large sections of fat from the roast. Cut into 6-8 pieces. Season with salt and pepper.
- Sear the beef - either in a pan or in the Instant Pot. Put the vegetable oil in the pan, and get it hot. Cook each side of the beef chunks for 1 to 2 minutes, until browned. I did this step, but I think it's optional.
- Remove the beef and set it aside. Add the onions to the pan and saute until soft. 2-3 minutes.
- Add 1 cup beef broth to the pan, and scrape the bottom to get all of the good stuff off the bottom.
- Add in tomato paste, green chiles and bay leaves.
Instant Pot Cooking
- Put the pan mixture in the bottom of the Instant Pot. Add the beef, and then pour the chipotle mixture over the top.
- Close the lid
- Select "Manual" or "Pressure Cook" and set the timer for 60 minutes.
- Remove beef pieces to a bowl, and shred.
- Toss shredded beef with as much of the cooking liquid as you'd like.
Slow Cooker Cooking
- Put the pan mixture in the bottom of the slow cooker. Add the beef, and then pour the chipotle mixture over the top.
- Cover and cook and low for 8-10 hours, until beef is tender enough to shred easily
- Remove beef pieces to a bowl, and shred.
- Toss shredded beef with as much of the cooking liquid as you'd like.
